SHOREBASE MANAGER
The Job:
Stralegize and manage warehouse and base operations in the most effective, safe and cost efficient manner to meet ConocoPhillips’s business requirements while ensuring compliance with established policies, procedures and regulatory requirements, practice of good governance and integrity in the overall processes and practices to support uninterrupted exploration, drilling & development and production operations
Continue to maintain safe operations and comply with Conoco Phillips’s Internal Control Standards and other policies, procedures and legislative requirements
Plan, manage and control utilization of storage space for exploration drilling by maximizing investment recovery and minimizing holding cost through timely deployment of reusable surplus and disposal to ensure optimum usage of available space
Identify and execute cost reduction initiatives through negotiations, consolidation of cargoes, selection of transportation mode, in the area of Warehouse management such as freight forwarding/logistics services, statutory requirements
Conduct risk assessments on warehouse management, develop safety plans to minimize HSE nsks and safeguard ConocoPhillips interests
Review documentation and implement control measures on regulatory and statutory compliances to meet relevant authorities’ requirements
Requirements:
Professional qualification, preferably a bachelor’s degree level in any Technical. Saence and/or Business discipline such as Materials Management. Engineering, Purchasing and Contracting. Supply and Transportation
Minimum 7 – 10 years experience in the oil & gas industry with 5 – 8 years involvement in various aspects of procurement functions
Knowledge of SAP MMM system both in External Services and purchasing modules as well as inventory management
Ability to develop warehousing strategy that leads to reduction and optimization
Knowledge of Microsoft packages (Excel. Word. PowerPoint)
FORMALITIES & CUSTOMS
The Job:
Responsible for planning, processing and executing the general requirements of ConocoPhillips for all importation & exportation of materials, and work permit
Ensure all material importation and exportation have all importation duty exemption from the Government of Malaysia as well as all explosive requirements have valid permits all the times
Plan on budget and resources required to ensure smooth operation in the Division
Conduct and coordinate yearly importation plan from users department such as Drilling. Operations. Project. Exploration to make sure all are in the importation plan
Conduct coordination with users department for yearly explosive procurement plan and make sure all the estimate quantities are correct and avoid delay in handling the permit process
Apply blanket exemption, ad hoc tax exemption and Rig Landing Right on behalf of ConocoPhillips
Apply for work permit including immigration temporary working permit for ConocoPhillips. offshore workers, visitors permit temporary employment (VPTE) for new application and renewal
Apply for importation of ng. vessels, barges and associated equipment
Ensure all approved Master List to be distributed to users and related Formalities Section and make sure forward process needs follow-up
Conduct every cycle of 6-month a formalities internal audit and make sure all findings and recommendations are rectified in a timely manner
Requirements:
Diploma or a professional qualification in relevant fields e.g. Materials Management, Engineering. Purchasing and Contracting. Supply and Transportation
Minimum 7 -10 years experience in a similar position and proven expenence in formalities supervision is essential with at least 3 years in oil & gas operations
Knowledgeable in the fundamentals of SCM (concepts, standards, practices & procedures) ConocoPhillips policies & procedures/process
Familiar with government law. regulations and system as well as HSE knowledge in SCM area
Knowledge of SAP MMM system both in External Services and purchasing modules as well as inventory management
Knowledge of oil & gas material & operation Enterpnse Resources Planning (SAP) Innovation & Improvement Methodologies
Knowledge of transportation, both air and sea operations system, contractual law & regulations
