Fixed Charge Receivership Scheme for Registered Property Receivers seeking a lay Chair, two RICS, and four lay members for the Joint Regulation Committee (JRC) The JRC is the body charged with oversight and administration of this specialist scheme relating generally to corporate and personal sector insolvency appointments of Law of Property Act 1925 Receivers. Established in 1999 as a joint venture between the Royal Institution of Chartered Surveyors (RICS) and the Insolvency Practitioners Association (IPA), the scheme has successfully brought voluntary regulation to a previously unregulated area. Interest has increased in recent years, with significant numbers of candidates sitting the annual examination, reflecting recessionary pressures.
