seeking a lay Chair, two RICS, and four lay
members for the Joint Regulation Committee (JRC)
The JRC is the body charged with oversight and administration of this specialist
scheme relating generally to corporate and personal sector insolvency
appointments of Law of Property Act 1925 Receivers. Established in 1999 as a
joint venture between the Royal Institution of Chartered Surveyors (RICS) and the
Insolvency Practitioners Association (IPA), the scheme has successfully brought
voluntary regulation to a previously unregulated area. Interest has increased in
recent years, with significant numbers of candidates sitting the annual
examination, reflecting recessionary pressures.

Following restructure we are now looking to recruit a lay Chair, four lay
members together with two RICS members.
It is currently envisaged that the JRC will meet twice a year to provide scheme
oversight and review policy matters with additional work handled electronically.
Appointed lay members will be selected to serve on additional sub-committees
covering scheme compliance & operation, standards setting, and appeals.
Meetings for these are likely to be more frequent.

The ideal candidates will be of the highest integrity and those interested in sitting
as Chair of the Panel will require relevant experience, possibly gained in a
professional regulation context, together with strong leadership ability and sound
judgment. Some knowledge or interest in insolvency would be desirable and
training will be provided.
Daily fee paid at around £300 for lay members only, and for all members,
reasonable expenses incurred in fulfilling the duties of the role will be reimbursed
in accordance with RICS/IPA Expense Policy.
