About the Job
The Project Manager – Build Smart NY will be responsible for the development, implementation and management of projects associated with the Build Smart NY initiative. They provide insight into the design, calculations and operational processes of our energy efficiency efforts to improve efficiency savings. The Project Manager – Build Smart NY ensures consistent and transparent reporting is developed and maintained providing a common, consistent and transparent approach to reporting energy efficiency to the Build Smart NY Plan.

The Governor of New York State established the Build Smart NY energy efficiency initiative for state buildings to accomplish 20% reduction in consumption in seven years. The Build Smart NY team at NYPA is responsible for developing policies and programs to support the goals and to create a network of trained energy managers in state agencies to ensure the savings are realized and sustained.

  • Actively participate in meetings with state agencies/authorities, the Governor’s Office and other stakeholders by developing and conducting presentations outlining the principles of the program and the progress of the Build Smart NY initiative.
  • Conduct outreach to state agency personnel on a targeted basis to increase participation in operation and maintenance (O&M) activities, new pilots, and other activities.
  • Support Director in developing and managing interim goals over the initiative’s seven year time horizon.
  • Assist Director in prioritizing buildings and campuses for energy master plans, audits, retrofits and retro-commissioning by analyzing data outputs
  • Create and execute project work plans and revises as appropriate to meet changing needs and requirements. Develop timelines and work schedules as well as coordinate among customers, contractors, permitting agencies, etc.
  • Manage major projects across multiple disciplines. Review status reports for all assigned projects and identify resources needed and assign individual responsibilities. Manage day-to-day operational aspects of a project and scope.
  • Work closely with the Director of Build Smart NY in managing the day to day requirements of the office
  • Develop processes for state agency personnel to document their progress towards attaining program goals and providing on-going guidance and support.
  • Support implementing the O&M plan throughout the state’s building portfolio.
  • Provide guidance to the Analyst in tracking and maintain the buildings database.
  • Support the annual reporting for Executive Order (EO) compliance by managing the maintenance of records, and tracking the status of energy efficiency projects at state agencies/
  • Draft documentation for individual projects, including but not limited to summaries, website updates, press releases
  • Represent NYPA and NYS at meetings, conferences and industry forums on topics related to Build Smart NY
  • Manage Build Smart NY team and coordinate efforts among all stakeholders.
  • Effectively apply NYPA methodology and enforce project standards to effectively minimize exposure and risk on projects.

Required Skills

  • Strong program management skills are required, team oriented approach to project management is required to plan, execute and complete multiple projects in a timely manner.
  • Strong understanding of building energy efficiency and renewable technologies.
  • Strong written and verbal communication and interpersonal skills. Incumbent must possess the ability to organize information and effectively present ideas to the intended audience.
  • Ability to develop and implement new and creative ways to move projects forward to successful implementation.
  • Ability to communicate complex and technical information to a diverse, non-technical audience in a comprehensible manner
  • Ability to manage projects from start to finish with only significant and policy decisions being brought to the supervisor.
  • Ability to analyze existing conditions in a facility, complex issues related to contracts, equipment design and operation, and environmental concerns as they relate to customer requirements and develop cost effective, innovative engineering solutions to non-routine problems. Must be able to develop multiple recommendations to problems allowing customers a choice of solutions.
    Proficient with local/state code requirements.
  • Ability to communicate regularly with state agencies, Governor’s Office and others on progress/status of projects and goal attainment
  • Ability to effectively communicate relevant program/project information and updates to Senior Management
  • Strong ability to deliver engaging, informative, well-organized presentations
  • Ability to maintain awareness of new and emerging technologies
  • Strong critical thinking, problem solving, and managerial skills are required
  • Solid understanding of the electric utility and energy services industries preferred.
  • Thorough understanding of NYPA’s policies, operations, procedures and business objectives as well as those of the customers and understanding of the Authority’s interaction with other utilities regulatory agencies and customers is preferred.
  • Understanding of basic revenue models, P/L, and cost-to-completion projections and makes decisions accordingly.

Experience Required

  • Bachelor’s degree in Business Administration, Project Management, or a relative Engineering or Sustainability discipline is required.
  • Advanced degree in Business Administration, Public Administration or related field is preferred.
  • Professional certifications such as Project Management Professional Certification (PMPC) or Certified Energy Manager (CEM) is preferred.
  • Minimum of 7 years of experience in energy efficiency and/or clean energy project /program implementation is required.
  • Minimum 3 years of experience in supervising staff is required.
  • Strong experience and familiarity with the New York energy/utility industry is preferred.
  • Minimum of 5 years of relative Engineering experience is preferred.
  • Approximately 15% to 20% travel primarily within NY State
