‘The Role and Future of National Constitutions in European and Global Governance’

The Role
The Kent Law school is looking to appoint a Research Associate to undertake research on the European Research Council (ERC) funded project titled ‘The Role and Future of National Constitutions in European and Global Governance’.

The project has three objectives. First, it aims to carry out a systematic comparative analysis on how constitutions reflect the shift of decision-making powers from domestic to European and global institutions. Secondly, while the discourse has come to associate national constitutions primarily with the protection of sovereignty, the project will revisit constitutional values that have a continued importance in the contemporary globalising and pluralist legal setting, such as the protection of constitutional rights, the rule of law, legitimacy and democratic checks and balances. The project will explore constitutional courts’ judgements tackling the protection of these rights and values in transnational judicial dialogues, e.g. in the field of data retention, arrest warrants and the
ESM Treaty. The project will also assess the responsiveness of the Court of Justice of the European Union with regard to the above rights and values, along with the standard of protection at supranational level. The third objective is to explore the challenges increasingly highlighted in the context of global governance in relation to legitimacy, democratic control, accountability and the rule of law, including in the field of regulatory responses to the global financial crisis.

The Person
You will hold a postgraduate qualification in Law or Political Science and have completed or near-completed a PhD in law or Political Science.

You will have an in-depth knowledge of and interest in EU law constitutional literature, especially the discourse on pluralism and judicial dialogues. You will also have an in-depth knowledge of relevant European and national case law.

You should also have a proven track record of research and writing to the standard required for publishing in leading international legal journals.

The ability to work both independently and with direction, with excellent time-management skills are essential to this post.

The Department

IT Security Officer

The Role
The post holder will lead on the University’s IT security management, liaising closely with Information Services management and other senior officers of the University to develop, effectively deploy and maintain Information Security policies, governance and practices.

The post holder will be a key advocate for Information Security, and support the University in developing its business processes and importantly assisting in grant and other funding applications on matters of information security.

The role will also require considerable technical knowledge and skill to define and work with operations and development teams to ensure secure methods of work and procedures covering the full IT stack, and to deploy IT security tools and devices, from low level network monitoring to high level applications. The role also has a significant part in the IT business continuity and assurance process.

The Person
Joining a team of talented and enthusiastic people, you will have a sound understanding of IT Security issues within a complex and devolved IT environment, such as in HE, with up-to-date and in-depth knowledge of security issues, threats and attack modes. You will have experience of applying information security knowledge to real world problems both technical and human, with a good understanding of network protocols (IPv4, and ideally also IPv6).

Experience of implementing strategies, policies and plans is crucial to the success of this role, given the wide breadth of security requirements within the University. Liaison is also a key skill, including the use of persuasion and advocacy. The ability to gain the trust and support of senior and non-IT people in the promotion of information security is a key skill required for this post in order to meet the challenge of this new role and work with Information Services as we grow our organisational capability to meet our strategic objectives.

Information Services is comprised of four sections: Customer Support, Library Collections and IT Development together directly support almost all areas of University activity, and the Planning and Administration section supports the work of the department. Two JISC services (JISC Monitoring Unit and JISC RSC South East) are also located within the department and provide services to the JISC and wider educational community.

Marketing and Publications Manager

The Role
We are seeking an ambitious, creative marketing professional to help Information Services at the University of Kent build on its growing reputation as a user-driven department delivering creative solutions in support of the University’s research and learning goals. As the Marketing and Publications Manager, you will work closely with senior managers to develop and implement a marketing strategy that helps us to empower and build greater connections with our user community.

Through your progressive and engaging approach, you will raise awareness and usage of IS services and facilities across the University community and enhance the reputation of IS as a core and collegiate professional service. You’ll need to quickly understand what adds most value for students, academics and other user groups so you can design IS strategies and campaigns that target technologies and services where they will have the greatest impact.

You will also be responsible for the management and development of Information Services web sites, documentation and the delivery of timely, relevant and up-to-date information. To achieve this you will manage staff in the IS Publishing Team, which provides our community of users with documentation, information and web-based services and facilities. The team also publishes regular news and service updates via social media, online and in print.

This post will be for one year in the first instance.

The Person
We are looking for a forward-thinking, creative individual with strong people management skills and a commitment to high-quality customer services.

The ideal candidate will be educated to degree level or equivalent, with experience of developing and implementing marketing strategies and delivering effective and innovative campaigns. They will have a good knowledge of, and experience of using, a range of social networking systems for marketing and promotion, as well as publishing documentation and websites. Experience of managing staff and their performance is also essential to this role.
