Toitu Te Whenua Land Information New Zealand LINZ is the Government’s lead agency for property and location information. Crown property and managing overseas investment. LINZ works across land, sea, data, Crown property and regulatory areas. Guided by the whakatauki ‘Whatungarongaro te tangata toitu te whenua’ (people come and go, but the land remains), LINZ’s purpose is ‘understanding, developing and caring for whenua, moana and arawai’.

Within LINZ, the Organisational Effectiveness group consists of enabling services that help LINZ plan, execute, protect and ensure consistent delivery of its objectives. The group is an influential centre that supports the entirety of Toitu Te Whenua to be effective and is made up of approximately 200 staff.
Reporting to the Chief Executive, the Kaihautu / Deputy Secretary – Organisational Effectiveness will oversee the following functional teams including: Strategy, Policy and Design; Customer Engagement; Organisational Performance; Business and Commercial; Legal; and People. This role will be responsible for driving the development of an integrated and connected operational performance function that supports a culture of high performance and accountability.

The following capabilities will also be important considerations for the new appointee:

• A people leader with experience in running large operations, corporate functions or services offering deep customer centricity;
• Established credibility from a successful, senior leadership level background in the wider public / crown entity environments or the private sector;
• Proven strategic leadership experience gained from working within large scale, complex organisational environments with either a strong operational and/or policy focus;
• Comfortable engaging, managing and collaborating with a wide range of stakeholders and sector partners;
• Ability to build an engaged and empowered organisational culture that reflects a genuinely collaborative environment;
• A sophisticated systems thinker with change leadership experience and high levels of political savvy, particularly in managing broad stakeholder relationships.

The location is ideally based at LINZ’s national office in Wellington. However, there is flexibility for the appointee to be potentially based also in either Christchurch or Hamilton.
