NAVFAC Far East was established on 30 July 2004, as part of the global NAVFAC transformation in support of the Chief of Naval Operations Sea Enterprise initiative. The transformation was completed with the integration of eight Far East Public Works Departments.

This position is located at the Public Works Department Singapore. Incumbent serves as an Engineering Technician in reviewing, assessing and resolving complex and diverse (e.g. multi-story, multi-trade, multiple technologies) construction and design problems encountered during the performance of projects assigned. Administers the Construction Quality Management Program on all assigned projects. Provides expert interpretation of plans and specifications. Reviews the project plans and specifications prior to contract award for technical soundness, compliance with Navy requirements and to determine practicability from a construction management standpoint. Provides technical knowledge of local conditions including availability of construction materials and skilled labor, contractor
and
sub-contractor organizations and the technical policy and procedures required by the military organization involved. Coordinates with project designers and provides solutions to complex and diverse technical problems. Conducts and evaluates Asbestos/Lead Based Paint/Radon building profiles, including surveys and physical assessments of Asbestos/Lead Based Paint/Radon, in order to complete hazard assessments and identify or decide on subsequent actions using agency priorities, budgets and other resources in decision making. Conducts Safety and Occupational Health (SOH) inspections and surveys of facilities, equipment, and operations to determine unsafe/unhealthy working conditions, deficiencies and evaluations. Prepares the results of the SOH inspection and surveys and provides
recommendations to supervisors to meet the requirements of applicable safety codes, regulations and standards.
