NAVFAC Far East was established on 30 July 2004, as part of the global NAVFAC transformation in support of the Chief of Naval Operations Sea Enterprise initiative. The transformation was completed with the integration of eight Far East Public Works Departments.

This position is located at the Public Works Department, Singapore. Incumbent serves as a Performance Assessment Representative in maintenance construction and service contracts including preaward specification development tasks, Performance assessment plan development and performance of certain contract administration functions. Reviews pre-bid contract specifications for compatibility with administration of Methods of Assessment prepares Performance Assessment Plans; develops draft contract specifications when required; recommends variations in standard methods and procedures to meet unusual problem situations; assures adequacy of material or equipment specifications; assures adequacy of the specification based on knowledge of customer requirements and the functions to be
performed.
Establishes inspection surveillance schedules based on review of contract clauses and conditions, contractor work schedule, nature of the work to be performed, review of drawings/blueprints and specifications, and determines critical inspection points involved. Prepares inspection reports of each inspection, recording in detail the site inspected, the time, observations of the work in progress, discrepancies noted, etc. Performs on-site in-process inspection of maintenance construction and maintenance service contracts to insure that safety practices are carried out.
