Position Summary:
The FA/AA serves as a back-up for the Financial Analyst (FA) and is responsible for a wide variety of financial administrative functions within Post that includes Post Billing Officer. Travel Coordinator for Volunteers, and is also responsible for the accounting, reconciliation, and documentation of Post financial transactions. The FA/AA independently maintains the ForPost Records of Post and assists the Director of Management and Operations (DMO) as well as the FA to reconcile vendor statements and process Cashier sub-vouchers and Non-Cashier Liquidations. The FA/AA is fully knowledgeable of Peace Corps Financial and Administrative procedures and requirements of the job which is directly under the supervision of the Financial Analyst.

Duties of the FA/AA include:
Financial Management & Budgeting
Budget Support – Assists the DMO and FA with the financial administration and discharge of budgetary and accounting operations of it.
Payment Processing – Prepares quarterly In-Country Travel Authorizations, by assigning fiscal data to needed procurements. Attaches supporting documentation and submits for approval to Contracting Officer.
Billing Officer – Serves as Post’s Billing Officer; ensuring that all post bills are tracked and paid in a timely manner, following up with vendors as needed Prepares Bills of Collection for staff, volunteers, trainees and/or vendors for amounts owed for items such as personal telephone calls, authorized personal use of vehicles and/or overpayments.

Volunteer Support:

  • Serves as the point of contact and lead for all Pre-Service Training Administrative activities Coordinates payments for PCT, host families and Language and Cultural Facilitators. FA/AA will be responsible to track and report all PST budget expenditures and update units as needed
  • Responds to Volunteer communications regarding financial matters including administrative and logistical concerns related to Volunteer Allowances, Volunteer Reimbursements, Volunteer Travel, etc Provides support to Volunteers in terms of Peace Corps Volunteer (PCV) Financial and Administrative Policies Follows-up to ensure PCV responses and actions by units or individuals are completed.
  • Maintains Peace Corps Volunteer files Ensures all Volunteer-related documents are adequately secured, stored and organized. Establishes and maintains a general Volunteer database with Home of Record, Close of Service (COS) date, Passport information, Volunteer Allowance Surveys, etc.
  • Assists the DMO/FA in training PCVs regarding financial and administrative policies including addressing financial queries during Pre-Service Training (PST), In-Service Trainings (1ST) and the Close of Service (COS).

Required Qualifications:

  • Bachelor’s Degree required: Accounting or Finance/Business Administration. Master’s degree Preferred
  • Minimum of 7 years’ experience in the same field.
  • Experience conducting training or facilitating training for adult learners
  • Intercultural experience, ideally working with US citizens.
  • Excellent English oral and written communication skills.
  • Strong computer skills, with proficiency in Microsoft Office products, including Word, Excel and PowerPoint.
  • Strong mufti-tasking interpersonal skills and proactivity to serve the PC office as a resourceful individual. Innovative and with ability to implement flexible options to respond to organizational needs in a scenano of scarce resources.
  • Excellent time management skills and ability to work independently and produce quality outcomes / outputs.
  • Ability to review information, analyze and provide viable next steps, recommendations, etc.
  • Candidates should be Fiji Citizens, with valid passport (international travel is required)
  • Valid Fijian Driver’s License and sound driving skills.
