An exciting opportunity now exists for a well-qualified, strategic and experienced individual to join the
TTFB as the Senior Programme Specialist.

The Senior Programme Specialist provides leadership, direction and oversight to TTFB’s programme initiatives. The role will develop innovative strategies, provide technical assistance and develop relevant resources/tools for initiatives that facilitate the improvement of quality of life and enhance cultural traditions and values of iTaukei and Rotumans. The incumbent provides mentoring and capacity building along with coordination, oversight and completion of programmes and related projects. S/he reports to the CEO, and will be responsible for successfully driving the following critical outcomes for the organisation:

Oversight and leadership of relevant programme/project initiatives and frameworks

• Develop language and culture programmes/projects In line with TTFBs Strategic Plan and Implementation Framework
• Identify and address gaps in TTFBs Culture and Heritage strategies and relevant policies

Effective programme/project management across all relevant functions

• Ensure programme design reflects objectives and expected results of TTFBs Strategic Plan and Implementation Framework
• Actively manage required programme/project deliverables and mitigate issues and risks
• Ensure all project resources are available, monitored and reported on where required

Timely development and management of programme/project budgets

• Develop and align budgets with programme design, Retention Policy and proposed workplan
• Establish and refine programme budget reporting policies and procedures

Human Capital Management through capacity building and capability strengthening within TTFB

Monitoring and evaluation is embedded into all programmes/projects for improved outcomes

Stakeholder engagement and representation ensured

• Identify potential programmes/projects in line with the TTFB Framework
• Establish, develop and maintain relevant stakeholder partnerships to increase value and impact of programme/project activities

The person we seek will have at least 5 years’ experience in a similar role/field with a postgraduate degree in the Arts in the Social Sciences or similar. The applicant must possess the following:

• Demonstrated programme/project management experience in the relevant field
• Successful experience in community consultation, advocacy and effective networking
• Experience in team management/leadership including work planning and capacity building
• Sound knowledge of iTaukei and Rotuman language, culture and heritage
